Minneapolis Star Tribune Health beat: Data guy questions MNsure system

33 days after I finished my application on the MNsure.org website I finally got the MNsure result, I got an insurance card.

It wasn't because it just took that long, I had to call DHS and find out my application was stuck in the system and had to be "manually moved" from its place of stuckness. From what I understand my completed application would still be stuck if I had not phoned and asked what happened.

Bait and Switch Screw Job for Shoving Private Insurance in MNsure

During the 33 days and still today if I sign in and look at my application "https://people.mnsure.org/CitizenPortal/application.do" HOME it tells me to

####################
"Enroll in Plans
Complete enrollment for your health insurance with financial assistance."
#################################
UPDATE MARCH 9, 2014: after a 37 hour "scheduled maintenance" on Saturday March 1st MNsure changed wording to "Complete enrollment for your health Insurance without financial assistance." Changed the word "with" to "without". Only took 37 hours of downtime!

I press the button I get:

#########################################
"Your Healthcare Options
Ineligible for financial assistance
XXXXXX does not qualify for help to buy health insurance or to enroll in a government health plan. XXXXXXX may still buy insurance through the Health Insurance Exchange."
#########################################

If I continue it appears to mess up my application, I am too afraid to touch it.

I call this deliberately misleading. MNsure is trying to get me to pay the MNsure premium fee and sell me private insurance without the subsidy that I qualify for. I think this is illegal and certainly a dirty trick. But somehow they cannot fix the website after 5 months of being live. Do they even know this occurs?

1 in 5 Stuck and Getting Bait and Switch Insurance From MNsure?

My situation is not unique. From Feb 12 document: https://www.mnsure.org/images/Bd-2014-02-12-Dashboard.pdf page 3 labeled "Applications and Enrollment through MNsure":

"161,589 accounts created"
"118,2668 applications submitted", My guess is 118,268.
"92,498 enrollments"

From this information we have the following conclusions:

118,268 - 92498 = 25,770 completed applications have not yet been enrolled or 25,770 / 118,268 = 21.7% or over 1 in 5 cannot enroll after completing an application. That is a massive failure rate to enroll completed applications, no reasons given.

Are 25K people and the other 92,498 enrolled people being told they must buy full price insurance? It is implied I must enroll in unsubsidized plans to comply with ACA or get tax penalties while my application is "stuck" and even after the application is accepted.

161,589 - 92,498 = 69,091 accounts have not yet enrolled or 42.7% or over 2 in 5 have not made it through the process. This is not just a simple "cosmetic" error. Bait and switch is illegal and preying on people afraid to lose health insurance is criminal. This is unbelievable that after 5 months people are allowed to continue to work for the state and do this to citizens.

Simple Single Payer Must Be the Solution

I would rather have a simple single payer health care system, no strange rules, no 20% profit insurance sold by crooks, everyone pay just like Medicare on your paycheck.
